The evidence, analysis, and normative foundations behind HWASC's standards development and certification work.
Original analysis published by the Commission on healthcare workforce access, competency verification, and conformity assessment.
Every day, manufacturers ship thousands of loaner instrument systems, implant sets, and devices into healthcare facilities — crossing from FDA's regulation of the device and manufacturer into CMS's regulation of the facility and the delivery of care. Between those two mature frameworks lies an operational interface neither was written to govern: clinical deployment. This white paper describes that gap and proposes HWASC-1000, Clinical Deployment Standard for Manufacturer-Supplied Loaner Medical Devices and Implants — and invites manufacturers, facilities, sterile processing and perioperative professionals, and all affected parties to help develop it through an open, balanced consensus process.
A companion to the Clinical Deployment white paper, this inquiry walks the ordinary timeline of one composite surgical case — the order, the sourcing, the delivery, the preparation, the schedule, the case coverage, and the return — and at each step asks what the system actually knows, and how. Anchored by a documented federal case, it arrives at a two-faced gap: no common standard governs the deployment of the devices, and no defined, third-party-verified competency exists for the people who support them. The data is there. The answer is not.
